I am trying to set the default # of worksheets for a workbook.
The setting in Tool Options is totally ignored when I make the change in this dialog box. I have to modify the # of sheets in \XLStart\Book.xlt in order for it to work. Why does Tools Options not work? What is the relationship b/w Tools Options & Book.xlt - do the settings normally change the template. |

The number of sheets in book.xlt trumps that setting.
Either dump book.xlt (I wouldn't) or add more sheets to it. Or don't use the New icon on the standard toolbar. I use xl2003 and I could click on: File|New... (note the ellipses) then choose Blank workbook from the taskpane and I'd get the number of worksheets specified in tools|options (book.xlt is ignored completely).
