Default Default # of worksheets

I am trying to set the default # of worksheets for a workbook

The setting in Tool Options is totally ignored when I make the change in
this dialog box

I have to modify the # of sheets in \XLStart\Book.xlt in order for it to work

Why does Tools Options not work?

What is the relationship b/w Tools Options & Book.xlt - do the setting
normally change the template

It works for me, under the 'General' tab, sheets in new workbook.
