Default Protecting a shared worksheet

I'm hoping someone can help me understand why my protect document isn't
totally protected. I have checked the options.

I have a shared workbook on a server, the protect cell will not allow
you to type in the cell, however if you copy and paste or drag the
formula down it is not protected.

Any help will be appreciated
