Default Export from xlsx to csv preserving non-german characters

Dear Experts:

I got an xlsx-file with polish text entries. The file needs to be
converted to a csv-file. Regrettably the non-german characters are
replaced by the Question Mark Character (i.e. ?).

How can I convert this file to csv-file-format while preserving the
specific polish characters.

Help is much appreciated. Thank you very much in advance.

Regards, Andreas
