Default Split Windows

How can I split the worksheet - columns A - C in left pane and the rest in
the right pane - and freeze the left pane while allowing scrolling in the
right pane? This used to be easy, but in Excel 2007 I can't figure it out.

I don't use 2007, but wouldn't that require two windows rather than two panes?

Choose the View ribbon tab, and there select Freeze Pane.
