Default Cell Navigation

Lock all cells on a sheet (they are by default).
Then unlock the cells you want to be able to automatically navigate to, and
Protect the sheet, unchecking the option permitting users to select Locked
cells.

I hope that's what you're looking for.

See Jerry's reply about tabbing to unlocked cells on a protected sheet.

Note that Tab order to unlocked cells is always left to right then down,
left to right.

If you have some other Tab order you will need a named range or VBA.

See Bob Phillips' site creating a named range.

If you want to entertain VBA method, post back.
