Default Excel 2007 with no increase in rows and columns

My Excel 2007 has only 65,536 rows and 256 columns just as my older
versions had. I'm told that it's supposed to have increased these
numbers to 1,048,576 and 1,024, respectively. It's version
12.0.6504.5001 SP2, with Microsoft Office version 12.0.6425.1000. Any ideas?
