Default To many rows in worksheet in 2007

I have the max number of rows showing up every time I open a workbook or add
a sheet. How do I get my sheets to go back to 60,000 rows? I tried to
delete them but they don't go away, I've tried to set up a template with
60,000 rows but when I open it up I have the million rows back. Having a
million rows takes up to much time when opening, saving, etc.
