Default XLSX files not opening on Terminal Server

We have office 2003 installed on our Windows 2003 Terminal Server. I have
installed the compatabilty pack. As an administrator I can open all .***X
files but as a regular user I can only open .docx, .pptx but not .xlsx. The
..xlsx files that i can't open as a user are able to be opened as a admin. Is
there a permission or registry change that needs to be made?
