Default xlstart

Hi,

I ahve some macros in Personal.xlsb file which is located under "XLSTART"
directory. When I srart excel, it supposse to open the file and resy for
macro. Instead I am getting an error message "Excel cannot access 'xlstart'.
The document may be read only or encrypted."

How can I fix the problem?
