Default Changing Excel defaults

How can I change the default settings used by Excel? For example, I
can't figure out why someone would want the defaul vertical text
alignment to be 'Bottom'. How do I change that to 'Top' permanently?

Default Changing Excel defaults

Starting with a new workbook, adjust all the settings/formatting as
you would like them. You can also incorporate headers and footers.
Then save this empty file into the XLStart folder as Book.xlt. When
you next start XL it will use this template rather than its own
defaults.
