Default Showing fractions as one above the other

I'd like to be able to show a fraction with the top figure slightly to one
side and above the bottom figure (as you would write a fraction) and not 1/2
(side by side) Can this be done in Excel?

Insert Symbol, but it won't have a numeric value.
