Default viewing same instance of a workbook/worksheet via networked PC (O/

Have workgroup of 4 PC's using VISTA. Am using Excel 2002, prior to "IT" guy
coming in and moving all programs on the "Server" PC's to admin, it worked
fine. We could view the same Excel worksheet, but only as a "Read Only" on 3
of the PC's that had not open the file intially. Now I have managed to
re-connect all the PC's and am able to view the shared files, but now we can
not open the same worksheet, at the same time (even as a read only file) on
our net. The host PC can view the files and one other PC can open, or it can
be opened and the host PC can still "see" the file, but none of the others.
What happens is that when you try to access the file (after another PC has
opened it) the little icon shows up showing that it is working, but nothing
happens (and you can not close the program without shutting down the PC
(using the on/off switch)) until the 1st PC closes the program running the
file.

Any help in resolving this is very welcomed
