Default How do I set up Alerts and Notification on Excel?

I'd like to set up a Date Tracker for Permits and License that have future
expiration dates. I would like to load all their information onto excel and
forget about them. But I would like to be notified or alerted 2-3 month
prior to their expiration dates?
Is there anyway of doing this?

If not on excel, is there a program out there?

Hello,

One approach is to use conditional formatting (using formulas instead
of values) such that all expiration dates approaching within your 2-3
month range are color-coded in some way.
