Default Protecting sheets within a workbook

Can anyone help me figure out how to protect individual sheets within a
workbook? I am building a corporate budget and would like to keep the entire
budget in one workbook, but limit each departments ability to see other
departments.

A possible approach would be to give each department a copy of the corporate
budget in a restricted network folder, with one restricted folder per
department.

Management can then create a master file that links back to all the
individual department worksheets and have the master workbook in a restricted
folder on the network.

Of course, I'm assuming that you have a network at your disposal...
