Default Cntrl+C , Cntrl+V only does values...?

Somehow I changed the default configuration of Excel...? On any cell with a formula, I hit Cntrl+C. The cell does NOT get highlighted with the dashed-line box around it.

If I hit Cntrl-V in a blank cell, I get the value, but not the formula. Paste-Special is no better.

Any hints? Thanks!

Some additional info:

I am using Excel 2007.
I tried running in 'safe' mode. Same results, so it's not a macro (right?).
Paste Special only gives me the option to paste as Unicode Text or Text. It's as if the formula was not copied... only the value got copied. So the problem is in the Copy operation (not the Paste operation).
I get the same results using Cntrl+C, right-click the cell - Copy, or the Copy/Paste buttons on the Home tab.

The file you're copying from, is it a .xls? .xlsx? .xlsm? .csv?
Is it protected in any way?

Sometimes this makes a difference.

I create a new workbook, and copy/paste within that workbook. If I save, it's a '.xlsx' file.

Ahhh.. solution!

Apparently I had another program running that was high-jacking the clipboard. The Cntrl+C operation was not allowed to copy the formula through some over-ride of the clipboard... I killed all the other non-standard things running and viola! It works.

Thanks for the prompting Spencer... I was looking at the excel file type when I saw the other apps running. Thanks for the help/response!
