Default Cannot Open .RPT Files in Excel 2003

I have a user who used to open .RPT files with Excel 2003, and now suddenly
cannot. It worked on Friay, and then yesterday, it did not. The error he is
receiving is:
c:\DOCUME~KEITH~1.POM\LOCALS~1\Temp\scp11686\NDRP0 408UNX.RPT
This action is only valid for products that are currently installed.

I noticed that, although he was running Office 2003, there were remnants of
Office 2000 and XP in the Programs Files folder, and that he had installed
Office 2003 SP3 on Friday. I have seen strange behavior before when previous
Office version files remain on a computer with a newer version, and I read an
article stating that SP3 blocks some legacy file types, although .RPT was not
mentioned.

Since SP3 cannot be un-installed, I un-installed Office 2003, rebooted,
deleted the \Program Files\Microsoft Office folder, as well as the
Software\Microsoft\Office subkeys in the HKey_Local_Machine and
HKey_Current_User hives of the registry, then rebooted again and re-installed
Office 2003. Still cannot open .RPT files; the same error results,
regardless of who is logged on. Users on other workstations can open these
files without a problem.

Any ideas?
