Select the cell range for example B6: D12.
Click the "Home" tab. Click the "Conditional Formatting" button. Click "New Rule..". Click "Use a formula to determine which cells to format". Type =SUMPRODUCT(($C6<=$D$6:$D$12)*($D6=$C$6:$C$12))1 in "Format values where this formula is TRUE" window. Click the "Format.." button. Click the "Fill" tab. Pick a color.
