Default Excel 2003. Custom format gets replaced by Special format.

When I try to give a cell a custom format of 0000, ( 4 zeros ), I find that
excel gives it a special format of codigal postal ( portuguese locale )
instead. Is there any way to prevent this ? Can unwanted locales be deleted
from excel ?
