Default lookup and move rows to other workbook

I am stumped, hope a formula can be built to do what I need. We have work
orders that were assigned to district 4, we changed the boundries of
district 4 and created dist 10. I have a list of work orders from dist 4 that
need to be moved to dist 10 workbooks. info in work books are arranged with
customer info and job info in rows need to copy this info to dist 10 and
delete from dist 4
