Default insert rows

In Excel 2003 I can't seem to insert blank rows into my active workbook; the
option under "Insert" for "Rows" is not highlighted, and therefore not
clickable; can't do it from the "Lists" menu.....

Default insert rows

Is the workbook currently protected?
Click on 'Tools'
click 'Protection'

If the workbook says 'Unprotect Sheet' or 'Unprotect Workbook', click on
that, and it should allow you to manipulate the workbook.
