Default Conditional Formatting to Another Cell

Hello,

I am trying to do a conditional format where the cell is highlighted green if its value is less than the value of the preceding column, yellow if it is equal to the preceding column, and red if it is greater than the preceding column. How do I set this up?

Thank you
