Work sheet is only about 150 rows. Rows that appear in auto-filter are random.

Sometimes blanks and other "junk" will cause the autofilter to fail.

Only unique data will appear in the AF dropdown.
Data will appear in ascending order either numerically or alphabetically. Numerics will show at top of mixed list of data. Blanks will not show in the dropdown.
