Default pivot table dummy values?

I have column headings (and sub-headings) that I want to remain in my pivot
table, even though there are no data values for them in my raw data.

But when I create a pivot table, the headings without data values are
automatically removed from the table.

Is there a way to ensure a complete table (all column heading and
sub-headings) without having to add dummy values (zeros) to the raw data
itself?
