Assuming that I understand your request correctly
A1 : D4 is your data table with header in the 1st row
place this formula in your target cell C15 and copy down 2 rows
and that your lookup value A is in cell E2.
Adjust to suit your range.


=HLOOKUP(E$2,$B$1:$D$4,2,0)

However. I don't understand this part of your request
