Default Moving within the worksheet

I know there is probably a better place to ask this, but this is all I have
access to at work. Someone has changed how you move around in Excel and it
is driving me up the wall. I use to be able to move around in the worksheet
by using the arrow keys, but now they just scroll the sheet up, down, left
and right.

What do I need to change to get it back to what I had?

The Scroll Lock key on the keyboard toggles this mode on and off
