How do I get a message to pop up when the user moves the mouse over the cell?

Insert a comment in the cell
Select the cell From the Excel Main Menu: <insert<comment Note: to subsequently edit the comment, use the same command. Insert - Comment
Type in your message and click outside of the comment text box. A red triangle should appear in the upper right corner of the cell to allert you to the fact that a comment has been added to that cell. Mouse over to view the comment.
