Default Conditional Format a dynamic list in Excel 2007

I have data being pulled from an Access 2007 database.
I would lke to highlight the cell in the A column if the value of C column
is greater than Column B.
example would be to highlight A1 because C1B1
C2=B2 so A2 is not highlighted
C3B3 so A3 is highlighted
C4<B4 so A4 is not highlighted.

Do I need to set up conditional format for each line of this spreadsheet or
can conditional formatting be set up by column?

This Access data being pulled into Excel can contain 50 records or 5000
records... What is the best way to approach this
