ACTING OUT DROPDOWN LIST ( OR DROPUP)

DOES SOMEONE KNOW WHY ONE OF MY DROPDOWN LIST OPENS UP INSTED OF DOWN?
I'LIKE TO KNOW IF THERE IS A CHOICE TO OPEN THEM DOWN OR UP. HOW?
