Default Conditional IF to use or / and

I am working with a tracking form for hours worked.
E12=11:00 AM
E13=11:30 AM etc
F12=12:00 PM

F4=EMPLOYEE start shift time
G4=employee end shift time
F4 can start at 11 or 11:30 how do I write an if statement to result in 1
for every hour they work but not past the hour their shift ends?
