Default lookup and return values using lists

I have two enormous spreadsheets that rely on eachother for accuracy. The
first spreadsheet has street names and city sections with appropriate funding
sources the second sheet has unique tickets using the city street name and
section but does not have the funding source (and alot of other data)...how
can I compare the two sheets to get the funding source into the second
spreadsheet?

The value I need returned is by comparing two street names and returning a
funding class name - nothing numerical. This is from two separate workbooks.

Lost in a mountain of data :-)
