Default quick way to prohibit all editing/changes to workbook (2010)

I can protect cells and workbooks, but say I have a wb that isn't
isn't really setup to use those two macros (Protect Sheet, Protect
Wookbook). Is there an over all switch I can flip that simply says
"YOU CAN CHANGE NOTHING"

I'm not looking at this as a security issue, just one of sharing quick
and dirty sheets with others and precluding their inadvertent changes
--- kind of a PDF with scroll bars.
