Default Pop-up comments?

Our spreadsheets are setup with fixed size cells. So, if someone enters an
exceedingly long string into a cell, only the first 40 or so characters of
that
string are visible on the page.

Does Excel or VBA have any functions for pop-up comments or mouse
hover comments?? If the mouse hovers over a cell after a short time
period, I would like to display a popup comment box that displays the
full string contents of that cell. I think that would be an easy way to
quickly show the user the full string that is hiding in that short size
cell.

There is no such event available. If you select the cell the contents
will be displayed in the FormulaBar.
