PERSONAL.XLSB will not load

If I click on EXCEL.EXE all is well and the Personal.xlsb loads
prpperly. But if I click on an xls file, then EXCEL loads properly
but the macros do not work. All this was working OK in windows XP but
the trouble strated when I switched to WIN 7
I would appreciate any help I can get
