Default Hover Text that carry over into Web Format

Ok, I made an excel sheet and I am trying to save it to make it web
viewable. I have tried both Single File Webpage and Web Page. The
problem I am having is making "Hover Text" or also known as Comments,
carry over into the web format. I know HTML supports hover text, or
mouse over text... but I need to be able to put that into the excel
sheet, then export it into the html file and that carry over and still
be functional (the mouse over text).

Any ideas? Thanks, Im using MS Office 2007.
