Default Microsoft Office 2003 Web Services Toolkit 2.01

I recently downloaded the toolkit so I could call web services from VBA.
To run the .exe I had to "run as" my admin account.
Not, only the Admin account gets the toolkit when running Excel.
What do I have to do to make the toolkit available to:
1) other specific users, or
2) all other users
