Default Unable to create VBA code (windows security issue?)

Hi,

Whenever some network users log into our server through Terminal Services
(Win 2003) they are unable to create any VBA code behind Excel spreadsheets
or Word documents. They can open the VBA editor, but it is empty. All menu
options are greyed out. Similar problems in Access when trying to insert a
new module into a blank database, Access completely closes.

I suspect it is a Windows security issue but can't find any difference
between these users and others who are able to create VBA.

Any ideas?
