Default Licensing for Excel ActiveX

Hi!
I am using in an application the Excel ActiveX to create Excel files.
I installed the minimum installation for Excel 2000.
But we do not use the Excel application, only the ActiveX.

Do we need to pay for the whole Excel license?
Is there a smaller footprint solution?
