Default How to turn off accepting the licensing agreement when open excel

Everytime I open Excel or Word I have to accept or decline the licensing
agreement. Is there a way to turn this feature off?

No... that is your legal agreement with MS with regards to the terms of use.
Once you have accepted it you will not be asked again.

You have to accept the EULA with administrator rights on the PC. Are you
logging on as an Administrator?

Are you saying that this agreement shows up again even if you have
accepted it once? If you keep declining, it will continue to show up. Or
at least that's the way it should work...
