Default Excel Page Setup - Fit To Page option

hello,

I have an excel document where Fit To Page is set to 1 page wide and
tall field is left blank. Excel automatically inserts a calculated 52%
in the Adjust To field.
When I view the document in Print preview mode, excel displays 26 rows
on Page 1 (of total 15 pages). However, when I actually print this
document, it prints 28 rows on Page 1. The print preview view does not
seem to match the actual print version.
I printed the document on more than one printer and I see the same
result.

I have other excel documents where Fit To Page is used, but there the
print preview and actual print versions are the same.
Can someone pls. explain this behavior? Is there some option which I
have not set?
