Default Why can't I use XML in the Student and Teacher Edition?

You need the Professional version I'm afraid.

"Office Professional Edition 2003 includes additional support for Extensible
Markup Language (XML) and information rights management (IRM) and allows you
to use Microsoft Visual Studio Tools for the Microsoft Office System. "
