Default Unprotecting Sheets with VBA and IRM

I have a Excel template with VBA code that I am trying to distribute.

I want to use the IRM in Office 2003 and have given the users "Change"
rights to the sheet.

However, the macro will crash when it attempts to unprotect the sheet. If I
look further, the Unprotect option under Tools/Protection is greyed out.

Changing the access and providing the user "Full" access will solve this but
effectively defeat the purpose of enableling IRM in the first place!

Any workarounds?
