Default Header and Heading Problems


I have designed a quotation excel database for work and require each
page to have a common heading such :

To:
Forth Water Company Logo Image
PirnHall goes here!
Stirling
SK52 OUC
DATE: 1 August 2005
For the Attention of: QUOTATION
REF:1234/W/DMN
Bill Wright
Project: Scottish Water - Bathgate
Item Description Qty Unit
Total

I cannot find a way of using the header function to display this and
would like to dedicate the top 10 rows of each page to this heading.
The Row heights of data are different and dictated by the amount of
text in the 'Description' column.

Is there a way of find the 1st row in each new page, inserting 10 blank
rows and then paste in the header and then move on to the next page top
to do the same again? I am losing hair at the moment and will soon be
bald.
