Default Validation input message box

I'm using Excel '97 and when I set a cell's validation and an input message
the message box appears under the cell when selected.
While the workbook is open I can drag the input message box to the side of
the cell and it remains there while the workbook is open but if I close the
workbook (saving it) then reopen the input message is back below the cell.
If I try to record a macro when I move the input message box I get no code.

I would like to use the Workbook_Open event move this validation input
message box to the side of the cell. Is this possible??
