Default Inserting CGM images in Excel changes image aspect ratio

I am using the ActiveSheet.Pictures.Insert
(sFilename).select command to insert a picture into an
excel spreadsheet. The picture is of type CGM. Under
certain conditions (unknown), Excel changes the picture
size to fit a 1" x 1" box. Other times it leaves the
aspect ratio as it was in the original image.

Does anyone know what this command is doing and how is
the logic to determine when to size or not size work?
