Excel VBA- Error Accessing the system registry

I try to use SQlOpen() for use data in *.dbf file .
So, I choose "reference" in Tool menu. then it's show Error message
""Error Accessing the system registry".
I solve this problem by reinstall MSOffice,but it has the sam
problem.
What can I do about it
