Default protect formats

I have a spreadsheet used for entering simple data using several marcos.
most of the entry uses forms but I still want users to have ability to
enter data directy into cells as required. I would like to prevent
users from changing (i.e. inserting rows/columns) or changing
row/column size/format without settingor requiring the
workbook/template file be password proteted. I would appreciate any
ideas on how to do this with a macro that defines specific rows/colums
that cannot have any additional rows/columns inserted and range of
cells not to have format changed. I'm pretty new at VB programming so
please excuse my ignorance if this request seems so simple. I'm just
realizing how powerful the VB module is to excel!!
