Default open utf-8 csv in excel

We are creating csv files that are utf-8 encoded, but when
we open them in Excel, the text is garbled. If I change
the csv extension to .txt, I am given the option to select
the encoding, but UTF-8 and/or Unicode are not among the
selections in the Import Text Wizard.

I have a couple of questions based on this:

Can Excel read utf-8 encoded csv files, and if not, is
there a different file format we can use so that Excel
will open these files?
