Default Any Development environment for Office 2002/2003

Can anyone tell me how a source controlled development for ms office
2002/2003 be done. Is there any IDE, tool etc? Are they available for
download?

I've been using Visual SourceSafe for many years, for which there is an
addin that integrates in the Office VBE. However, I don't use it,
prefering to do the check-in/out outside of Office.
