Maybe you didn't read the whole answer:

Normally the default value is for the cell to be locked.

Which means you have to explicitly unlock the cells you don't want locked.

select all your cells

unlock them

select the cells you want locked

lock them

Turn protection on.

Protection has to be turned on for a cell to enforce the locked setting.
